On October 15, 2026, Russell Del Rosario, Safety and Security Program Administrator for the Berks County Intermediate Unit (BCIU), testified on behalf of the BCIU before the Pennsylvania Senate Majority Policy Committee hearing, “Breaking the Scroll: Protecting Youth from Social Media Harm.” The hearing, held at Pottsgrove Middle School in Pottstown at the request of Senator Tracy Pennycuick, Chair of the Senate Communications and Technology Committee, focused on the impact of social media on youth safety, mental health, and well-being.

Representing the BCIU’s work in school safety and student support services, Mr. Del Rosario shared insights on challenges facing today’s youth, including anxiety, depression, cyberbullying, and the growing influence of digital environments. Drawing on data from the 2025 Pennsylvania Youth Survey, he emphasized the strong connection between mental health and school safety and the need for collaboration among schools, families, healthcare providers, policymakers, and community organizations.

Mr. Del Rosario also outlined recommendations to expand school-based mental health services, strengthen regional partnerships, advance digital wellness education, enhance online safety efforts, and continue investments in educator training and threat assessment.

The BCIU extends its appreciation to Mr. Del Rosario for his leadership and representation before the Senate committee. His testimony highlighted the important role of intermediate units and the BCIU’s ongoing commitment to keeping students safe and supporting healthy learning environments throughout Berks County and beyond.
